16. What if institutions did not award degrees, and only focused on teaching & learning?

What if students could learn at the university, but the degree could be awarded by learned gurus, selected institutions or bodies or even employers and associations?

So teachers would focus not on preparing for an exam, because there wouldn’t be just one source of certification, but more on teaching and learning to endow the student with the demands of those multifarious sources. Correspondingly the student could make a choice of “who” she wants the certification from and for what purpose. Individuals and groups could freely create certifications/degrees for specific needs of society.
